Ms. Kim Schwab -2- <br /> FINANCIAL ASSURANCES FOR CLOSURE, POSTCLOSURE <br /> MAINTENANCE,AND CORRECTIVE ACTION <br /> Corrective Action Funds <br /> The County is self-insured through the County Self-Insurance Trust Fund for anticipated corrective <br /> action costs (see Certification of Self-Insurance and Risk Management, attached). <br /> The costs for corrective action are based on the installation of a"pump and treat" system to <br /> mitigate groundwater contamination,including the initiation and completion of such measures. <br /> The cost of a soil gas extraction system,presently contemplated, will be funded by Certificates of <br /> Participation, issued in 2003. When the system is installed,the cost of post-closure maintenance <br /> will be revised to reflect operation and maintenance of that system. <br /> Inflation Factor <br /> The 2003 inflation factor was not available from the California Integrated Waste Board at this <br /> time,and our conversations with Waste Board staff indicated that this factor would not be <br /> available in time for this submittal; therefore, we have used last year's inflation factor. We <br /> anticipate that the 2003 inflation factor will be available in May 2004. Our update of closure and <br /> postclosure maintenance costs is due to the California Integrated Waste Management Board on <br /> June 1,20041 by which time the 2003 inflation factor will have been made available.
