I visited the site on June 12, 2003, and
discussed this issue with Jesse Padilla, site foreman. Jesse agreed to scrape the weeds in a path
along the north side of the fence on the north side of the fill area, move the fence further north
such that fence encloses the new path(figure attached), and provide culverts at the eastern end of
the new path so that the drainage ditch may be crossed. Jesse would also place surfacing
material (rock, sand, or equivalent) on the new path to allow access during wet weather.
Note that this work will be done incrementally as equipment and manpower availability permits,
however, we can expect the path to be scraped and passable by mid-July, and the surfacing for
wet weather access to be in place prior to the rains.
I believe this approach addresses Michael Kith's concern for inspection along the north side of
fill area, and Foothill Landfill's concern for the potential for grass fires and the cost of such a
road.
If you have any questions about this planned construction or any other issue, please call me at
468-3066.
l
Sincerely,
W.
