FLINN <br />DEPUTY DIRECTOR <br />MANUELLOPEZ <br />DEPUTY DIRECTOR <br />SUBJECT: RESPONSE TO COMMENTS REGARDING THE NEGATIVE DECLARATION <br />FOR INCREASED WASTE QUANTITIES AND IMPLEMENTATION OF A <br />RECYCLING PROGRAM AT THE FOOTHILL SANITARY LANDFILL <br />The County received your letter dated February 27, 1995, <br />containing comments to the Negative Declaration for the Increased <br />Quantities and Recycling Project for the Foothill Sanitary <br />Landfill (FSL). The comments are addressed below: <br />Comment 1 <br />"The Agricultural Chemical Container Recycling Plan for the <br />County of San Joaquin has not been addressed; more information on <br />how FSL will be involved in this program is necessary." <br />Response <br />Attached is a copy of the approved Agricultural Chemical <br />Container Recycling Plan. As stated in the plan, FSL will not be <br />a designated site for a recycling event. Rather, FSL will <br />stockpile any containers it receives, and they will be taken to <br />one of the other County facilities during a scheduled event. <br />Comment 2 <br />"Subtitle D requirements, (Enclosure 3, State Water Resources <br />Control Board Resolution No. 93-62, III. Containment, A. <br />Standards for Liners, 1-3) are applicable." <br />
