The subject project does not change the types of
waste to be received, so the project has no impact on liner
requirements.
Comment 3
"In your Project Description it states bulk recyclable materials
will be stored on site for up to six months. This time period
has not been approved for any Solid Waste Facility in San Joaquin
County."
Response
The adopted Mitigated Negative Declaration (October 1992) for the
Solid Waste and Household Hazardous Waste Recycling Programs at
the North County Recycling Center and Sanitary Landfill states
that bulk materials would be stored on-site for a maximum of six
months. The same maximum time period is appropriate for the FSL
Recycling Project.
Comment 4
"What type of worker safety training for the recycling project
will occur?"
Personnel at the FSL will be trained on an as -needed basis by
personnel from the North county Recycling Center and Sanitary
Landfill. Safety meetings will be held weekly at the FSL to
address safety in handling the increased quantities and
recyclables.
Comment 5
"What measures for dust, traffic, and noise control will be
taken?"
Response
Please refer to the mitigation/monitoring plan for measures to be
taken to control particulate matter and traffic. A copy is
attached for your information. As stated in the Negative
