Please replace <br />Appendix C (Drainage Calculations) in your copy of the <br />Preliminary Closure Plan with the copy of Appendix C <br />enclosed. <br />The rational formula is a very conservative formula. <br />It becomes even more conservative for larger areas, <br />such as the Foothill Sanitary Landfill site which <br />comprises approximately 800 acres. By further assuming <br />that the ground is saturated prior to the 24 hour <br />event, the calculations would become excessively <br />conservative. Therefore, no revisions to the drainage <br />calculations, closure costs, or postclosure costs are <br />necessary. <br />3. Final cover cost estimates for future 20 acre cells which <br />will have composite liners and covers should include costs <br />for a gas extraction and control system which includes a gas <br />flare as minimum control measure. Include costs for <br />postclosure operation and maintenance of a gas extraction <br />and control system. <br />Response: Current regulations do not require an operator to <br />include costs for a gas extraction and control system <br />in the site's preliminary closure or postclosure <br />maintenance plan. However, if preliminary monitoring <br />indicates that gas levels exceed compliance levels at <br />the site's boundary as stated in 14 CCR 17783, the <br />County will install a gas extraction and control system <br />with a flare as minimum control. Due to the landfill's <br />extremely large site life, the potential cost for this <br />system will be included with operational costs. <br />Therefore, no revision to the cost estimate is <br />necessary. The postclosure cost estimate has been <br />revised to include operation and maintenance of a <br />landfill gas extraction and control system. <br />4. All plan estimates should indicate the base year and what, <br />if any, construction cost index and labor rate schedule were <br />used. Also, cost estimates must be based on using <br />independent third party contractors to prepare final <br />construction documents, perform the construction and perform <br />postclosure maintenance. <br />
