No construction cost index <br />was used. The labor rate used was in accordance with <br />current prevailing wage rates for operating engineers <br />in Northern California as determined by the Labor <br />Statistics and Research Division of the California <br />Department of Industrial Relations. Cost estimates <br />shown in the plans are based on using independent third <br />party contractors to prepare final construction <br />documents, perform the construction, and perform <br />postclosure maintenance. <br />5. Modify the preliminary plans to indicate that permanent <br />perimeter gas probes for the current 80 acre unit, will be <br />installed at least three years prior to the anticipated <br />closure of the unit so that gas control measure can be <br />designed into the final cover if they are required to <br />prevent subsurface gas migration off-site. <br />Reponse: The County currently performs landfill gas monitoring <br />in accordance with Subtitle D as approved by the San <br />Joaquin County Environmental Health Division (LEA). <br />However, if a permanent system is required, operational <br />funds will be used to cover the cost of such a system. <br />The system, if and when required, will be designed and <br />constructed in accordance with all current and future <br />regulations as they are enacted. <br />6. Indicate who will perform the Postclosure inspection of the <br />cover and surface water drainage system. <br />Response: The San Joaquin County Department of Public Works Solid <br />Waste Division engineering staff will perform the <br />postclosure inspection of the final cover and surface <br />water drainage system. All inspection reports will be <br />signed by a registered civil engineer. <br />7. Indicate that the leachate monitoring analysis costs are <br />based on testing for the same constituents required in the <br />Waste Discharge Requirements for the ground water monitoring <br />wells. <br />Response: The leachate monitoring analysis costs are based on <br />testing costs for the same constituents required in <br />Waste Discharge Requirement Order Number 94-258 for <br />groundwater monitoring wells. <br />
