B. As of January lst of each year, COUNTY will adjust <br /> (increase or decrease) , all the per unit rates, handling <br /> fees and monthly payment based on the average of the <br /> Construction Cost Index and Skilled Labor Cost index, <br /> as published by the "Engineering News Record" for the <br /> immediately preceding twelve (12) months. If such <br /> calculation cannot be made in time for the January <br /> payment, then as soon thereafter as the calculation can <br /> be made, adjustments will be made. to the rates. paid <br /> retroactive to January lst.
