COUNTY <br /> shall establish and maintain survey monuments near active <br /> phases, which OPERATOR shall use to establish grade control. <br /> COUNTY agrees to maintain a closure, fund and a postclosure <br /> maintenance fund which meets the financial responsibility <br /> requirements of Article 3.5 , Chapter 5 , Division 7, Title 14 <br /> of the California Code of Regulations, to be used to accumu- <br /> late funds for costs involved with CAOSUre and postelosure <br /> maintenance activities at SITE. COUNTY shall be responsible <br /> for the costs of closure and postclosure. 'Payments from the <br /> closui:e and postclo5ure funds will be made to OPERATOR to <br /> cover OPERATOR'S closure and postclosure costs provided that <br /> such coats are approved by the COUNTY'S Director of Public <br /> Works prior to OPERATOR conmencing such closure or post- <br /> closure aqtivities. <br /> OPERATOR shall carry out the operations as outlined in the <br /> operations plan for Foothill Sanitary Landfill as estab- <br /> lished and revised from time to time by the COUNTY Director <br /> of Public Works.
