Box 1810 <br /> Stockton, CA 95201 <br /> LINER REPAIR SITE INSPECTION, FOOTHILL SANITARY LANDFILL, SAN JOAQUIN <br /> COUNTY <br /> The Central Valley Regional Water Quality Control Board staff conducted a site inspection on <br /> 25 June 2009 of the Foothill Sanitary Landfill. The purpose of the inspection was to observe <br /> the removal of the operations layer over the leachate sump to expose the liner system and <br /> eventually to expose the primary liner. The primary liner was believed to be ruptured in the <br /> vicinity of the HDPE boot surrounding the 12-inch diameter secondary riser pipe which <br /> penetrates the primary liner. During this activity, San Joaquin County Department of Public <br /> Works (County) was unable to locate the rupture in the liner and the activity was suspended. <br /> The County is pursuing additional information by reviewing as-builts to determine where the <br /> closest panel seams are located. Based on this site inspection, it appears additional <br /> excavation is warranted to locate the rupture of the primary liner. <br /> The attached site inspection report is provided for your review.
