CENTRAL VALLEY69EGIONAL WATER QUALITY TROL BOARD <br /> INSPECTION REPORT <br /> DATE: 7 July 2009 <br /> FACILITY: Foothill Sanitary Landfill <br /> DISCHARGER: San Joaquin County Department of Public Works <br /> LOCATION & COUNTY: Linden, San Joaquin County <br /> CONTACT(S): Mike Carrol <br /> INSPECTION DATE: 25 June 2009 <br /> INSPECTED Y: Todd Del Frate <br /> ACCOMPANIED BY: Rob Hall <br /> SUMMARY: <br /> Purpose of the site visit was to inspect the removal of the operations layer to expose the rupture <br /> of the primary liner caused by the discharge of landfill gas condensate into the secondary sump. <br /> The rupture was believed to be at the boot where the secondary sump riser pipe penetrates the <br /> primary liner. Prior to the 25 June 2009 inspection, San Joaquin County (County) had <br /> conducted a minor excavation around the secondary sump riser pipe. This activity was <br /> conducted to make preliminary observations in the area where the believed rupture occurred. <br /> On 25 June 2009, the County expanded the excavation to expose the underlying Geocomposite <br /> and eventually the primary liner. The excavation was approximately 15' x 15', which exposed <br /> the area believed to be ruptured. As shown in the following photographs, significant care was <br /> taken to remove the operations layer and expose the Geocomposite and primary liner. Once <br /> the Geocomposite was cut the primary liner was exposed. Observations were made but no <br /> rupture of the primary liner was observed. The County could not identify a location, within the <br /> exposed area, where the liquid from the secondary sump could have discharged into the <br /> primary sump. <br /> The County recommended "No Further Action" be taken during this inspection and that <br /> additional information was needed to determine where the rupture is located. The County will <br /> be looking at thews-builts to determine where the seams of the next panels are. Additional <br /> excavation is warranted to locate the rupture in the primary liner. <br /> Approved: <br />
