Mr. Todd Del Frate -2-
GAS-IMPERMEABLE
2 -
GAS -IMPERMEABLE BARRI OVER REFUSE AT FOOTHILL AFILL
We also note that an impermeable membrane between old and new refuse has not been
required at several other landfills within the Central Valley Region, including within San
Joaquin County. I understand that this issue was raised at another landfill within the County
and that a gas -permeable barrier was placed between old and new refuse because of these
same concerns; that an impermeable membrane could force trapped gasses into the
groundwater.
In light of the above information, we respectfully request that the Regional Water Quality
Control Board staff reconsider their current requirement to maintain the gas -impermeable
barrier over unlined refuse at Module "I" at the Foothill Sanitary Landfill. However, notwith-
standing the above, we will comply with the requirement in your letter, and continue our efforts
to protect groundwater at all our sites.
If you have any questions, please call me at (209) 468-8504.
Sincerely, _
W. MICHAEL CARROLL, PE
Senior Civil Engineer
WMC:sc
NAI North County\Groundwater Mon itoring\TDe1Frate03-Object.doc
c: Robert McClellon, ;Environmental Health Department
Desi Reno, Integrated Waste Manager
LA 31109
