Mr. Todd Del Frate -2- <br />GAS-IMPERMEABLE <br />2 - <br />GAS -IMPERMEABLE BARRI OVER REFUSE AT FOOTHILL AFILL <br />We also note that an impermeable membrane between old and new refuse has not been <br />required at several other landfills within the Central Valley Region, including within San <br />Joaquin County. I understand that this issue was raised at another landfill within the County <br />and that a gas -permeable barrier was placed between old and new refuse because of these <br />same concerns; that an impermeable membrane could force trapped gasses into the <br />groundwater. <br />In light of the above information, we respectfully request that the Regional Water Quality <br />Control Board staff reconsider their current requirement to maintain the gas -impermeable <br />barrier over unlined refuse at Module "I" at the Foothill Sanitary Landfill.
