The Plans were
prepared by Shaw Environmental,Inc. and are dated July 2010. FSL is operated by San Joaquin County Public Works
Department(County). The Plans are submitted as part of the.solid waste facility permit update.
Staff has completed its review of the Plans and provides the following comments:
1. The flow Q12 from area Al2 that is about 21 acres as shown on Figure 1 of Drainage Map does not appear to have
been used in the calculation of the total flow(Q). Please provide information regarding Q12.
2. Table 2,"Annual Postclosure Maintenance Cost Estimate"includes a 20%contingency. This contingency is not
required by regulation but is a prudent approach support by CalRecycle. Please indicate whether the County intends
to maintain the contingency.
Once(1)the above comments are satisfied,(2)the Plans are approved by both the Central Valley Regional Water Quality
Control Board and the San Joaquin County Solid Waste Local Enforcement Agency,and(3) the closure, postclosure .
maintenance, and corrective action financial assurances are deemed adequate, the Plans will be formally approved by
CalRecycle.
Please note that it is the operator's obligation to submit plans that are in compliance with the aforementioned requirements.
CalRecycle's determination that the Plans meet these requirements is not intended nor should be construed to preclude
CalRecycle from seeking revisions to the Plans to the extent it is subsequently determined that any part thereof is not in
compliance.
Correspondence concerning the above matter should be sent to CalRecycle at: P.O.Box 4025,M.S. 10A-18, Sacramento,CA
95812(U.S.Postal Service)or 1001 I Street,M.S. 10A-18,Sacramento,CA 95814(non-USPS).
Should you have any questions or comments regarding the above matter, please contact Gino Yekta of my staff at(916)341-
6354.
Sincerely;
Michael B.Wochnick,P.E., Supervisor
Closure and Technical Support Section
ORIGINAL PRINTED ON 100%POSTCONSUMER CONTENT,PROCESSED CHLORINE FREE PAPER
