the solid waste sites within the County of San Joaquin, excluding the City of Stockton, including all <br /> active and closed landfills. <br /> Description of the Project and the LEA's Determination <br /> The Foothill Landfill is a permit 800-acre existing landfill site located at 6484 N. Waverly Road, <br /> Linden, CA. On October 27, 2010,the LEA received the application for a five year permit review and <br /> to amend the RFI for the Foothill Landfill. The owner, San Joaquin County, Public Works Department, <br /> Solid Waste Division(SJCSWD), submitted the Solid Waste Facility Permit(SWFP) application. <br /> The application was accepted as on November 8, 2010. The amendment included a new format that <br /> allows the document to flow better. The RFI also has an updated personnel and equipment list. The <br /> RFI amendment included the use of tarps as Alternative Daily Cover(ADC). The Preliminary <br /> Closure, Post Closure,Maintenance Plan was amended to include a new closure cost estimate and <br /> supporting documentation of costs using a third party contractor conducting the closure activities. <br /> The LEA finds that the proposed change is consistent with all applicable certified and/or adopted <br /> CEQA documents, is consistent with State Minimum Standards, and does not conflict with the terms <br /> and conditions in the current solid waste facilities permit.
