the solid waste sites within the County of San Joaquin, excluding the City of Stockton, including all
active and closed landfills.
Description of the Project and the LEA's Determination
The Foothill Landfill is a permit 800-acre existing landfill site located at 6484 N. Waverly Road,
Linden, CA. On October 27, 2010,the LEA received the application for a five year permit review and
to amend the RFI for the Foothill Landfill. The owner, San Joaquin County, Public Works Department,
Solid Waste Division(SJCSWD), submitted the Solid Waste Facility Permit(SWFP) application.
The application was accepted as on November 8, 2010. The amendment included a new format that
allows the document to flow better. The RFI also has an updated personnel and equipment list. The
RFI amendment included the use of tarps as Alternative Daily Cover(ADC). The Preliminary
Closure, Post Closure,Maintenance Plan was amended to include a new closure cost estimate and
supporting documentation of costs using a third party contractor conducting the closure activities.
The LEA finds that the proposed change is consistent with all applicable certified and/or adopted
CEQA documents, is consistent with State Minimum Standards, and does not conflict with the terms
and conditions in the current solid waste facilities permit. The LEA approved the amendment on
November 8, 2010.
Where a copy of the application can be reviewed
A copy of the approved application for the RFI Amendment is available for public review by
appointment in the LEA office located at 600 E. Main Street, Stockton, CA 95202.
LEA Contact Information
If you have any questions after reviewing the above information or would like to schedule an
appointment to review the RIF Amendment, please contact Robert McClellon at(209)468-0332. You
may also email the LEA regarding this matter at in the LEA office located at rmcclellon(czsjcehd.com.
Appeals Process Information
For information on the appeals process to challenge the LEA's approval of the RFI Amendment, you
may contact Robert McClellon at(209) 468-0332.
