Thank you for providing the update and photos. Please email a copy of the final (signed)
manifest once it is received.
Regarding the responsible parties, Paul Bruss indicated that the tanker truck drivers were at
fault, however, he asked that I place Marathon Petroleum as the responsible party. I have seen similar
instances in the past, where large facilities place themselves as the responsible party (RP) when
hazardous materials spill on their property. They then forward the remediation costs, EHD billing, etc.,
to the RP. This is why I did not question Paul's decision to place Marathon as RP.
Please note that amending the responsible party information on the complaint, notice to abate,
emergency response record, etc., will incur additional billable time for the RPs. I will need to discuss
with the managers before making any changes to the complaint.
Please provide the following current information for each RP:
Business name
Phone Number
Mailing Address
Contact person's name, email address, and phone number
Thank you,
Claudia Muro, REHS
Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
Front Desk: (209) 468-3420 I Mobile: (209) 561-8923
Fax: (209) 468-3433 I Email: cmuro@sjgov.org
SAN JOAQUIN
From: Walker, Ruthanne M. <RMWalker@marathonpetroleunn.com >
Sent: Thursday, June 24, 2021 3:46 PM
To: Muro, Claudia [EHD] <cmuro@sigov.org>
Cc: Rodriguez, Sal <SRodriguez3@nnarathonpetroleum.com >; Bruss, Paul E. <PEBruss@marathonpetroleum.com >; Gray,
Michael J. <MiGrav@marathonpetroleum.com >; Mathews, Shan <JSMathews@marathonpetroleum.com >
Subject: Tesoro Logistics Stockton Terminal CERS ID 101827
CAUTION: This email is originated from outside of the organization. The non-RCRA hazardous waste generated from
cleanup included 4 drums of oily water (diesel/wash water) and 3 drums of oily debris (absorbent/PPE). All went to
3
