Crosby & Overton (a well known, Marathon vetted and approved TSDF in Long Beach) on the day of the 100 gall red <br />diesel dye spill . The two carriers that collided were deemed equally at fault and will be billed for Patriot's response and <br />waste disposal costs. Rather than file for a temporary EPA ID number, we agreed to use Tesoro's EPA generator ID <br />number. However, if there is a fine associated with the attached San Joaquin County notice, it would seem more <br />appropriate to issue it to the carriers as there were no errors made by the Tesoro loading equipment or its operations. <br />The Tesoro Logistics operators were prompt in strategically placing absorbent boom so that it was quickly contained and <br />no material left the terminal property. The yard drain and associated sump with pump were cleaned as part of Patriot's <br />response. The sump/pump was off and drain closed to any offsite transfers of rainwater at the time of the <br />release.
