SAN 3040 IN <br /> Environmental Health Department <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: WALMART #3352 Date: Aug 31, 2021 <br />RP Mailing Address: 702 SW EIGHTH ST Record ID#: C00054203 <br />BENTONVILLE, 72716-0500 <br />Program Element 2546 <br />Spill Location: 10355 TRINITY PKWY, STOCKTON <br /> Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />ON 8/30/2021 COMPLAINANT ENTERED THE STORE AND WAS OVERWHELMED BY A STRONG ODOR WHICH <br />CAUSED BURNING EYES, NAUSEA, SORE THROAT, AND RUNNY NOSE. COMPLAINANT OBSERVED EMPLOYEES <br />USING A SPRAYER TO SPRAY SHOPPING CARTS IN THE AREA WHERE THE STRONG ODOR WAS NOTED. <br />OBSERVATIONS: <br />On 8/31/2021 the EHD inspected the facility and was escorted to the indoor shopping cart storage and disinfecting area by <br />Chanel Roussel-Sok. During facility inspection, the EHD didn't observe any noticeable odors in the shopping cart <br />disinfecting area. This Walmart store uses Bioesque Botanical Disinfectant Solution for disinfecting their shopping carts, <br />several 5-gallon containers of this disinfectant were observed in the shopping cart disinfecting area. Per container labeling, <br />this solution does not require any dilution before use and no rinsing after it's application, product labeling indicates that it <br />can kill Norovirus in just 4 Minutes . The indoor area where shopping carts are sprayed is located at the store's entrance <br />with direct access to customers.According to Chanel Roussel-Sok, shopping carts are disinfected after each use in the <br />designated indoor area, shopping carts area not wiped down before or after spraying and are immediately available for <br />customer use after they have been sprayed. Chanel also indicated that benzalkonium chloride based disinfecting wipes are <br />available for customer use at the shopping cart area.The following first aid measures listed in the SDS (safety data sheet) <br />for this disinfectant: for impacts to the eyes- remove contact lenses and rinse with plenty of water for several minutes, <br />keeping eyelids open; for skin exposure - rinse with water and remove spoiled clothes and wash before wearing; for <br />ingestion- seek medical attention if large quantities are ingested. SDS also indicates that frequent prolonged contact may <br />result in dry skin, redness and dermatitis. Furthermore, according to SDS this chemical is incompatible with strong <br />oxidizing agents, strong alkalis, strong acids and thermal decomposition can produce carbon and sulfur oxides and other <br />organic substances. This chemical should be stored below 86F.
