Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C0J8BCMSJ Site Location: 1412 EL FINAL DRIVE <br />Activity Summary <br />Activity Date Recorded by <br />03/28/2021 1:38 PM Received page from SJGH. Called 209-468-6000. Was given Soua Hers MURO <br />phone number, 209-313-3755 and Sam with the Regional Water Board (916) <br />845-8911. Called Sam (last name was not given). Sam reported that there was a <br />200 gallon spill of Ferrous Sulfate Heptahydrate, 122 was recovered by faciity, 78 <br />was unrecoverable. Called Soua Her (Sumiden Wire), he reported that the spill <br />occurred 3-27-21 at 11:36 PM. Spill was due to mechanical failiure. Soua Her <br />performed the initial cleanup of the spilled material to prevent product from <br />entering storm drain. Absorbent was immediately diked around the storm drain. A <br />total of three-hundred pounds of absorbent was applied to spilled material, an <br />absorbent donut was placed around the storm drain. Absorbent was swept and <br />collected. Asphalt was then washed; rinsate was collected. Final pH on the asphalt <br />was 6.5 pH. Waste will be managed as non-RCRA Hazardous Waste. No injuries <br />or evacuation. Soua Her notified EHD, City of Stockton Wastewater, and Cal DES. <br />Read CAL DES CONTROL #: 21-1654.CAL DES CONTROL #: 21-1654 sent to <br />ER phone. <br />2:00 PM Called Lead Senior Stacy Rivera to discuss new spill. <br />2:16 PM Called Coast Guard 415-370-0043 left message with spill information and <br />my contact information. <br />2:19 PM Called F&W Spill Desk 916-826-1110 left message with spill information <br />and my contact information. <br />2:22 PM Drove to spill location. <br />2:51 PM Arrived at spill location. Met with Soua Her. Soua showed me the spill site <br />and equipment that failed. He reported that he replaced the part that caused the <br />malfunction, but has not tested it yet. Soua explained that Bryan Toledo had not <br />returned his call. I called Richard Stifler (Ctiy of Stockton Stormwater <br />209-993-3274 to notify of the incident. Richard asked that Soua contract a hazmat <br />contractor to plus the line with a water-tight ball plug. <br />Soua contracted All Clean to perform cleanup of the lines and storm drains, but <br />they were unavailable today. PSC was contracted for cleanup to begin today. <br />I tested pH of asphalt in two areas. Area adjacent to malfunctioning equipment <br />was 6.5 pH. Area adjacent t o storm drain 14 (drain closest to spill was 6.5 pH. <br />PSC ETA was 2 hours from the time they were contracted, and expect to be done <br />with the cleanup around 10 PM tonight. <br />4:24 PM Left site. <br />4:57 PM Arrived home. <br />Received call from Brad Lomei (F&W Stockton Area Warden) 209-640-8652. Brad <br />Responded to text from Jason Musante (US EPA) letting me know if I need any <br />assistance. He also wanted to know what the after-hours phone number is for <br />EHD Emergency Response.
