Complaint Investigation Summary
Report #: 5105
COMPLAINT ID: C0J8BCMSJ Site Location: 1412 EL PINAL DRIVE
Activity Summary
Activity Date Recorded by
03/29/2021 Continued from 3-28-2021. MURO
still at spill location verifying cleanup.
Left site 12:37 AM
Arrived Home 1:01 AM.
03/29/2021 Completed Prop 65. MURO
Provided update to Richard Stifling.
Called Mark Bear for a different complaint, however, he also asked for status
update on this incident as well. Provided update.
Called Bryan Toledo, Senior Environmental Control Officer at City of Stockton to
provide update.
Called Brad Mello: Left message with status update. Brad called back said he was
planning to go to the facility but received another call to go to Lodi instead. He said
he will not be going afterall based on my statement and the call he received from
Saua her at 1:00 AM with details with the amount of substance removed and the
pH tests.
Soua Her today emailed me (souah@sumidenwire.com) to ask if the rinse water
from flushing out the storm line back into the picking process as makeup water
estimated at 440 gallons. This collected water ha a pH of 4. When ferrous sulfate
fail to crystalize and is in liquid format, this liquid is placed back pickling tank for
re-use. The conditions leading to the event was dry with no rain in the preceding
48hrs. The water collected was from the cleanout process. He would like approval
to proceed.
I replied with question for waste determination for the rubber mat used to cover the
strom srain. Soua's reply was: The rubber mat you referenced is made of
polyurethane material. The drain seal is designed to be used in an emergency to
prevent liquid flow into the storm drains. Based on disposal requirement I can
have it disposed of two ways.
Because the polyurethane material it does not soak or store any liquid it comes
in contact with. I can triple rinse, use the rinse water in our pickling system and
dispose of the drain seal as general trash.
The seal can be discarded with absorbent materials which will be profiled as
NON-RCRA Hazardous Waste Solid
Discussed with Lead Senior Garrett Backus and Lead Senior Elena Manzo.
Called Soua Her and let him know it is okay to place rinse water back into the
process.
03/29/2021 Briefed Elena Manzo on complaint received over the weekend. MURO
03/30/2021 Returned call from Soua Her 209-313-3755 regarding his request to reuse water MURO
generated from hydroblasting the storm drain lines. ...
03/30/2021 Revised Prop 65. MURO
Discussed facility's request to reuse water generated from hydroblasting storm
drain lines with Lead Seniors Elena Manzo and Garrett Backus.
5105. rpt
