Hazardous waste <br />generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a <br />consolidated manifesting procedure on site for three years and have them readily available for review. Immediately <br />locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the <br />EHD. <br />This is a Class II violation. <br />301 <br />CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br />2 areas near the toilet storage building had dark oily staining in the dirt. During the business plan inspection, <br />inspector had taken photos of drums leaking in both of these areas. The drums have since been moved near the <br />horse stables, leaving contaminated dirt behind. Facilities shall be maintained and operated to minimize the <br />possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten <br />human health or the environment. Immediately remove the impacted soil, and manage according to Title 22 <br />hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was <br />managed. <br />This is a Class II violation. <br />303 <br />CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br />equipment. <br />-Eye wash near pesticide room had not been maintained. When Skip pushed the handle to turn it on, black oily <br />liquid squirted out. <br />-Spill control pallet under 55g drums seen near the horse stalls had black oily liquid in. Spill control equipment must <br />be maintained clean and dry in order to be used in case of an emergency. <br />All facility communications or alarm systems, fire protection equipment, spill control equipment, and <br />decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper <br />operation in time of emergency.
