A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> GRANT LINE SHELL* 2375 W GRANT LINE RD,TRACY May 26, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 306 HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION: Liquid was observed in the 91 fill sump, 87 aux fill sump, UDCs 1/2, 9/10, 13/14, and 15/16. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: The service technician removed approximately 1/2 gallon of liquid from the the 91 and 87 <br /> aux fill sumps and 1/2, 9/10, 13/14, 15/16 UDCs. Ensure that all sumps and annular spaces are maintained free of <br /> liquid.This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 317 CCR 2636(f)(2) Failure of the line leak detector to detect a 3.0 gph leak at 10 psi and restrict or shut off flow. <br /> OBSERVATION: The diesel line leak detector failed to detect a leak when tested. <br /> REGULATION GUIDANCE:All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed leak detector(LG 113-x listed, if applicable)and obtain a permit within one business day from the EHD, if <br /> needed. If the failed leak detector can't be replaced immediately,there is a possibility that the diesel UST system <br /> may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> 319 CCR 2635, 2637.2,2665, 2712 Failure to comply with overfill prevention equipment requirements. <br /> OBSERVATION: The flappers used as the overfill prevention system on the 87, 87 aux, 91 and diesel LISTS were <br /> marked as fails on the 10/6/2021 overfill prevention equipment inspection report form. <br /> REGULATION GUIDANCE:All UST systems must be equipped with an approved,functional overfill prevention <br /> device at all times during delivery operations. <br /> CORRECTIVE ACTION: Immediately discontinue deposition of petroleum into this tank until the component is <br /> repaired or replaced by a properly licensed, trained, and certified contractor under permit and inspection of the EHD. <br /> If the failed component can't be replaced immediately,there is a possibility that the 87, 87 aux, 91, diesel UST <br /> system may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> FA0003772 PR0232469 SCO01 05/26/2022 <br /> EHD 23-01 Rev.12/06/2021 Page 9 of 10 Underground Storage Tank Program OIR <br /> 1868 E.
