4 WATER QUALITY PROTECTION STANDARD <br /> As part of the Water Quality Protection Standard, Title 27, section 20415(b)(1) requires <br /> that the Discharger establish a sufficient number of monitoring wells along the landfill <br /> Point of Compliance (e.g., downgradient perimeter of unit) for detection and corrective <br /> action monitoring purposes. A Point of Compliance well was not installed directly down <br /> gradient of LF-1 because previous WDR classified LF-1 and LF-2 (i.e., Module 1 and the <br /> future Subtitle D lined expansion modules) as a single landfill unit with a Point of <br /> Compliance along its southern perimeter. <br /> The latest 2015 WDR has re-classified the landfill as two separate WMUs. However, the <br /> County has adequately demonstrated that it is no longer feasible to install Point of <br /> Compliance wells down gradient of LF-1 (See WDR R5-2015-0058, Finding 50). <br /> The WDR allows for contiguous monitoring of both units along the downgradient <br /> perimeter of LF-2 per Title 27, section 20410(e)(3), with LF-1 in corrective action <br /> monitoring and LF-2 in detection monitoring. The groundwater monitoring system for <br /> both units thus complies with applicable Title 27 performance standards for detection and <br /> corrective action monitoring. In addition, both units have the same background <br /> monitoring wells north of the landfill. <br /> As defined in Article 1, Section 20390, the WQPS consists of the following five <br /> elements: <br /> • Monitoring Parameters and COCs <br /> • Concentration limits and Statistical Evaluation <br /> • Point of Compliance <br /> • Monitoring Points <br /> • Compliance Period <br /> This Water Standard applies during the active life of the WMUs, the closure period, the <br /> postclosure maintenance period, and during any compliance period. <br /> 4.1 Monitoring Parameters and Constituents of Concern <br /> 4.1.1 Monitoring Parameters <br /> Groundwater samples are analyzed semiannually from wells MW-lA, MW-2R, MW-4, <br /> MW-5 and MW-6. Groundwater samples from well MW-3 are analyzed quarterly. The <br /> monitoring parameters follow the requirements listed in the WDR for LF-1 and LF-2. <br /> Foothill WQPS Rev Ldoc <br /> 4-1 <br />
