Number: <br />SOLID WASTE FACILITY PERMIT , <br />000, <br />17. LEA Conditions: <br />1. The design and operation of this facility must comply with all applicable federal, state and local requirements and enactments, <br />including all mitigation measures given in any certified environmental document filed pursuant to public Records Code, Section <br />21031.6. Forthcoming regulation from CIWMB regarding sewage sludge, mixed solid waste and food material composting will <br />be applicable to all operations at this site. <br />2. The design and operation of this facility must comply with all applicable state minimum standards for solid waste handling and <br />disposal. <br />3. The operator shall comply with all waste discharge requirements, Clean-up and Abatement Orders, monitoring, remediation <br />schedules and related requirements of the local California Regional Water Quality Control Board (CRWQCB). Degradation of <br />water connected to this site shall be remediated in the manner specified by the CRWQCB. <br />4. Additional information concerning the design and the operation of this facility must be furnished upon the request of the LEA. <br />5. A change in operator for this site will require a new solid waste facility permit. The LEA shall be notified in writing of any <br />change in ownership or operator of the facility. <br />6. The facility shall meet the design and operational standards of the California Code of Regulations, Title 14 (CCR 14), Chapter <br />3. 1, Article 1, Section 17851. <br />7. Waste water shall not be allowed to discharge off the property or into any waterway except as allowed by NPDES permit. <br />8. All incoming waste shall be inspected for hazardous waste. In the event hazardous waste is inadvertently received it shall be <br />managed, stored and disposed of as required by all applicable State standards for hazardous waste handling/disposal. <br />9. Personnel working with the load screening program shall be trained to recognize hazardous wastes. All employees shall be <br />provided with personal protective safety equipment (hard hats, vests, ear plugs, safety goggles, respirators, first aid kits) and <br />trained appropriately for materials recycling storage work. <br />10. This permit is subject to review by the LEA and may be modified, suspended, or revoked for sufficient cause following a hearing. <br />The LEA may require additional monitoring and reporting (CCR 14 Section 17889 & 17895). <br />11. Leachate control is required as per CCR, Title 14. <br />12. Specific operational standards which this site must meet are as follows: <br />a. Site my not receive in excess of 1,500 tons/day (total allowable for the landfill and recycling combined). <br />Litter: Litter must be controlled at all times on site. <br />C. Noise: Noise produced at the facility will comply with the provisions of the San Joaquin County Development Code, <br />Title 9, Section 9-1025.9. <br />d. Odors: Stockpiled recyclables must be stored appropriately and maintained to prevent unpleasant odors at the site. <br />e. Dust: Dust control shall be maintained to prevent limiting the visibility of personnel on-site and from creating a nuisance <br />off-site. <br />f. Vectors: Recyclable storage area will be maintained to prevent the attraction or establishment of flies, rats, mosquitos, <br />or other vectors in the compost. Recyclables my not be stored on site in excess of three (3) months. <br />g. Fire: Stored recyclables will be monitored and spaced appropriately to prevent fires. In the case of fire, water available <br />on-site will be used for suppression and the emergency number 911 shall be used to summon the California Department <br />of Forestry, Linden -Peters Fire District and other responders. <br />Page 4 of 5 <br />
