Table 2 -LF -2
Annual Postclosure Maintenance Cost Estimate
Foothill Sanitary Landfill
San Joaquin County, California
Revised 3/15/2017
COVER MANITENANCE
1. Average bid for "earthfill" in 2015 Area 2A, times 2 to take into account additional haul cost associated with cutting, loading and hauling soil
needed to fill 6" of fill. Number takes into account the fact that the process will only be done once over the 30 year period. Thus the total cost of
soil placement is divided by 30 years to take into account how much it is going to cost annually. Apportioned based on closure area of LF -2 vs.
the combined landfill closure area.
2. Average bid for "hydroseed" unit price in 2015 for Area 2A. Number takes into account the hydroseeding of the entire surface in 30 -year
postclosure. This number also takes into account that on LF -1 only 8 acres will need to be hydroseeded because the remainder is reflected in the
LF -2 costs.
3. Based on 2015 County contract w/ Barajas Landscaping Inc.This number takes into account the fact that only part of LF -1 that will need to be
mowed would be the top 8 acres. The remainder is reflected in the LF -2 costs. Apportioned based on closure area of LF -2 vs. the combined
landfill closure area.
LEACHATE COLLECTION
4. Based on contract current in 2016 (SCS).
5. Based on contract current in 2016 (SCS).
6. Based on contract current in 2016 (BC Labs).
LFG (MIGRATION) MONITORING
7. Based on contract current in 2016 (SCS)., apportioned based on footprint area LF -2 vs. the combined landfill footprint.
8. Based on contract current in 2016 (SCS)., apportioned based on footprint area LF -2 vs. the combined landfill footprint.
9. Based on contract current in 2016 (SCS). This number takes into account the fact that only part of LF -1 that will need to be monitored would be
the top 8 acres. The remainder of the footprint of LF -1 will be monitored automatically when they monitor all of LF -2. Thus The remainder is
reflected in the LF -2 costs. Apportioned based on closure area of LF -2 vs. the combined landfill closure area.
LFG CONTROL SYSTEM
10. Maintenance assumes all items replaced in 30 -year period. Costs based on contracts current in 2015, prorated per acreage of final landfill.
Apportioned based on closure area of LF -2 vs. the combined landfill closure area.
GROUNDWATER AND SURFACE WATER MONITORING -
Assume one technician samples 2 days per event. Assume quarterly sampling for groundwater and bi-annual for surface water., apportioned
based on footprint area LF -2 vs. the combined landfill footprint.
11. Based on contract current in 2016 (CB&I)., apportioned based on footprint area LF -2 vs. the combined landfill footprint.
12. CB&I's proposal for groundwater monitoring includes analysis costs.
13. Replacing all wells in 30 -year period, using contract current in 2016.
VADOSE ZONE SAMPLING
14. Assumes two vadose sampling points per Module. Costs based on contracts current in 2015 (SCS) ., apportioned based on footprint area LF -
2 vs. the combined landfill footprint.
15.
