r <br />Mr. Todd Del Frate -2- <br />FIRST <br />2 - <br />FIRST SEMIANNUAL 2017 GROUNDWATER AND SURFACE WATER MONITORING REPORT, FOOTHILL <br />SANITARY LANDFILL <br />the rate of methane withdrawal from the landfill, the operator of the site's gas -to -energy plant <br />has agreed to take extra actions to increase the gas extraction rate. <br />As presented in section "COMPLIANCE HISTORY SUMMARY" of this report is a discussion of <br />the 4 to 5 -year lag time between corrective actions taken at the surface of the site and <br />observations of responses to those actions within groundwater.
