This regulation requires
that San Joaquin County report information as described in Section 60.757 (f)(1) through (f)(6). This report
addresses LFG collection system expansion in 2016.
(1) The value and length of time for exceedance of applicable parameters monitored under Section
60.756 (a), (b), (c), and (d):
There were no exceedances for this time period.
Following is a description of compliance under those subsections of Section 60.756:
(a) A sampling port and thermometer is installed at each LFG collector (vertical well of horizontal LFG
collector). These are monitored monthly for well head pressure, nitrogen or oxygen concentration,
or gas temperature.
(b) Does not apply: this is an open flare used as a backup; this provision refers to "enclosed
combustors".
(c) For an open flare:
(1) A thermocouple (heat sensing device) is installed to continuously sense and verifies the
continuous presence of flame, or lack thereof. This temperature is continuously displayed and
recorded when the flare is in operation.
(2) The flow rate of LFG to the flare is also continuously displayed and recorded.
(d) LFG is being diverted to a LFG-to-energy plant (Facility N-8247-1, N-8247-2, or N-8247-3) owned
by Ameresco/San Joaquin LLC (Figure 1). Ameresco/San Joaquin LLC will submit annual reports
for that facility.
(2) Landfill gas was diverted continuously to the LFG-to-Energy Plant during the reporting period.
Diversion of LFG to the Plant is in accordance with Authority to Construct Permit No. N-4070-1-6.
The control devices at the LFG-to-Energy plant was operational at all times when LFG was flowing to the
plant. During the short time during which LFG was not sent to the LFG-to-Energy plant, the control device
(the flare) was operational.
(3) There were no periods when the collection system was non -operational for more than five days.
(4) There were no exceedances of surface emissions during this reporting period.
