MONITORING AND REPORTING PROGRAM <br />WASTE MANAGEMENT OF NORTH AMERICA INCORPORATED - <br />4 -FOOTHILL SANITARY LANDFILL INCORPORATED <br />FOOTHILL SANITARY LANDFILL FACILITY <br />CLASS III.LANDFILL <br />SAN JOAQUIN COUNTY <br />Quarterly samples shall be taken from .these wells for one year and analyzed for <br />each of the parameters and constituents listed under "Ground Water Monitoring" <br />above. Analyses shall account for measurement errors in sampling and analysis. <br />The 'one year' of .sampling shall begin the first quarter after the monitoring <br />wells are installed. The data from these analyses shall be reported to the <br />Board 13.months after the sampling begins. The data will be used by the Board <br />in determining water -quality protection standards for ground water at the site. <br />If subsequent sampling of "background" monitoring wells indicates significant <br />water quality changes due to either seasonal fluctuations or other reasons <br />unrelated to waste management activities at the site, the Discharger may request <br />modification of the water quality protection, standards. <br />Statistical Procedures for Determining Significant Increases <br />The significance of increases in indicator parameters and waste constituents <br />over water quality protection' standards shall be established through the use of <br />a Board approved statistical procedure. <br />� r <br />In reporting the.moni.toring data, the Discharger shall arrange the data in <br />tabular form so thai.the date, the constituents, the concentrations, and the <br />units are readily discernible. The data shall be summarized in such a manner so <br />as to illustrate clearl.y..the compliance with waste discharge requirements. <br />Monthly monitoring reorts shall be submitted to the Board by the 15th day of <br />the month following the month in which the samples were taken. Quarterly, <br />semiannual, and annual monitoring reports shall be submitted to the Board by the <br />15th day of the month following the calendar quarter in which the samples were <br />taken. <br />The results of any monitoring done more frequently than required at the <br />locations specified herein shall be reported to the Board. <br />A report shall be. submitted to the Board. by 30 January of each.year containing <br />both tabular and graphical summaries of the monitoring data obtained -during the <br />previous year. The report shall include a discussion of compliance with the <br />waste discharge requirements. <br />
