No violation and/or area of concern was noted during <br /> the inspection. <br /> -CalRecycle staff and the LEA conducted an early morning inspection at the landfill, arriving at the work face at about <br /> 6:30 am. The work deck was clean and the applied tarp cover over the compacted refuse was good. The tarp was <br /> anchored with tires,to secure in place and to prevent disturbance by wild animals(such as Coyotes). <br /> -All areas, including access roads,were free of windblown litter. <br /> -All required signs were posted at the entry scale house area. <br /> -The preparation for the daily disposal operation was good. The landfill manager stated that all the landfill equipment <br /> (one dozer,two compactors,two earth movers or scrapers, and a water truck)was in working order and had all <br /> necessary employees(ten employees and two temporary workers)for the operation. Current disposal operation is in <br /> Area 1 part of the landfill development phase. <br /> -Waste disposal operation stated at about 7:00 am, with the arrival of the first transfer trailer load. <br /> -The litter control program appeared good. Bags of collected litter were stationed near the eastern perimeter road, <br /> awaiting pick up for disposal. CalRecycle staff and the LEA also observed employees picking up some loose litter, in the <br /> vicinity of the work face. <br /> -All fill surfaces were in good condition and covered with vegetative growth,following the winter rains. Sheep have been <br /> brought to the site to graze and control the vegetative growth over the fill surfaces in the closed Module I portion of the <br /> landfill. <br /> -CalRecycle staff and the LEA measured methane gas levels in a selected landfill boundary perimeter LFG monitoring <br /> probe(SG 117), using the LEA's Landtec GEM-2000 instrument. We obtained 0.00% methane gas readings from three <br /> (shallow, medium, and deep)well intervals. <br /> -A Gas-to-Energy Plant owned and operated by a company, called Amnesco, has started (two weeks ago)operating, <br /> which would control the LFG generated at the site. <br /> -Dead animals are accepted for disposal at the site. <br /> - Foothill Landfill is not equipped with radiation detection device to detect low level radiation materials that may be <br /> brought in the waste loads. <br />
