This report shows <br />that the ET cover allows only one-half of the infiltration that an intact prescriptive cover would allow, thus surpassing the <br />requirement of the Title 27 Prescriptive Closure Cap. <br />Closure of this portion of the Foothill Landfill is the last remaining requirement of the Cleanup and Abatement Order (CAO) <br />issued in 2004 (115-2004-0706). It is our understanding that normal Water Board procedure is to rescind such Orders when <br />all requirements are fulfilled, and we look forward to this. Please note that the report was submitted in August 2013, and <br />Todd has indicated to Mike that his review is nearly complete. The County would appreciate it if you gave this matter a high <br />priority as we are eager to bring the CAO to a closure. In addition, I believe the Permitting Section is in the process of issuing <br />new WDR's for Foothill Landfill, so completing this action would facilitate their efforts as well. <br />If you have any questions, feel free to call me at (209) 953-7316 or Mike Carroll at (209) 468-8504. <br />Thank You <br />Taj M.
