Hazelton Avenue <br /> Stockton, CA 95201 <br /> SITE INSPECTION REPORT FOR THE FOOTHILL SANITARY LANDFILL, SAN JOAQUIN <br /> COUNTY <br /> The San Joaquin County Foothill Sanitary Landfill is regulated by Waste Discharge <br /> Requirements (WDRs) Order R5-2003-0020 and Cleanup and Abatement Order(CAO) <br /> R5-2004-0706. Central Valley Water Board staff conducted a site inspection of the Foothill <br /> Sanitary Landfill on 19 March 2014. The purpose of the site inspection was to observe on-going <br /> fill practices by the Discharger over the lined portion of Module 1. <br /> As cited in the WDRs, Finding 46: Resolution No. 93-62 requires the construction of a specified <br /> composite liner system at new municipal solid waste landfills or expansion areas of existing <br /> municipal solid waste landfills, that receive waste after 9 October 1993. Construction <br /> Specification for D.3.c. in the WDRs describes the approved side-slope design for this site. <br /> Item #6 of the CAO requires the Discharger to construct an overlay barrier between Module I <br /> refuse and Module 1 expansion side slopes. Compliance and Enforcement staff was alerted to <br /> the Discharger's intention to fill above the lined side slope of Module 1 in a letter dated 7 March <br /> 2014 sent to Permitting Unit staff. The 19 March 2014 site inspection was a response to this <br /> possible violation of the WDRs and CAO. <br /> Staff met with Mr. Michael Carrol and Mr. Taj Bahadori, both of San Joaquin County Department <br /> of Public Works, Solid Waste Division at the scale house of the Foothill Landfill. Staff's initial <br /> conversation revolved around compliance with the WDRs and CAO and whether the Discharger <br /> was complying by discharging waste over Module I without lining the side slope as required. To <br /> assure staff that the County understood the requirements of the WDRs and CAO, we together <br /> reviewed the orders onsite, prior to the inspection. <br /> After clarifying the compliance requirements with the Orders, staff inspected the active disposal <br /> area. As shown in the Photo log (Photo 1, 2, and 3), cover soils have been placed over waste <br /> to the edge of the Module 1 liner. The fence line shown in these photos is the location of the <br /> anchor trench for the side slope liner. Photo 4 shows the robust vegetative cover of the <br /> remaining unlined side slope of Module I. For filling to take place above the fence line shown in <br /> Photos 2 and 3, the liner from Module 1 must be extended to the top of Module I.
