Eastern San Joaquin Groundwater Basin Groundwater Management Plan <br />Northeastern San Joaquin County Section 6 <br />Groundwater Banking Authority 97 Financing Options <br />Goodwin Tunnel Project and the New Melones Conveyance Project. Similar development fee <br />structures could be developed by the member agencies of the Authority to ensure that urban <br />growth is apportioned their fair share for future water resources in Eastern San Joaquin County. <br />Groundwater Banking and Transfer – Enormous opportunity exists for the utilization of the <br />underground storage potential of the underlying Basin estimated at 1.2 – 1.5 million acre-feet. <br />To regional and Statewide interests, the benefits of a conjunctive use program involving over a <br />million acre-feet of underground storage is undeniable. Constructing and financing the <br />infrastructure necessary to accommodate a groundwater bank of this magnitude will require <br />several sources of funding for capital recovery, operations and maintenance, and mitigation. <br />The evolving California water market could potentially enable Eastern San Joaquin County to <br />provide economic alternatives to regional and statewide water interests while also concurrently <br />meeting the Basin Management Objectives. The San Joaquin County Groundwater Export <br />Ordinance currently protects Basin users from the potential ill-effects of export, however the San <br />Joaquin County Board of Supervisors are amenable to proposed amendments made by Basin <br />stakeholders and banking partners.
