Eastern San Joaquin Groundwater Basin Groundwater Management Plan <br />Northeastern San Joaquin County Section 7 <br />Groundwater Banking Authority 98 Plan Governance <br />7 Plan Governance <br />Water interests in San Joaquin County have historically been fragmented, but have realized that <br />projects developed in a collaborative process have the potential to exhibit greater and more far <br />reaching benefits to all involved parties while increasing its implementability and fundability. <br />Implementation of the water management options can best be achieved by continuing to work in <br />a collaborative fashion to develop a broad base of political and financial support. Currently, the <br />powers and term of the Authority are limited thus, if the Authority member agencies decide that <br />the Authority should implement the Plan, then additional powers are necessary. The Authority <br />has explored numerous options concerning the appropriate organization and powers needed to <br />implement the plan and the best management framework that addresses the concerns of the <br />Authority member agencies. <br />7.1 Member Agency Concerns <br />Throughout the development of the Plan, the Stakeholder group voiced their concerns over the <br />purpose and need for a new or expanded Authority. The following concerns are presented as <br />follows: <br />• Does the purpose, goals, and objectives of the current Authority provide for the <br />implementation of the Authority Plan? <br />• What powers are necessary for the implementation of the Authority Plan? <br />• Does expanding the powers of the Authority threaten projects previously set in motion <br />by individual agencies or smaller partnerships? <br />• How will stakeholders be represented in the new Authority? <br />• How can we engage all Basin stakeholders including those who showed no interest in <br />participating in the past? <br />• How do we include Cal Water in a Joint Powers Authority? <br />• How will individuals and special interest groups be allowed to participate? <br />• How will the Authority relate to other groundwater management efforts in San Joaquin <br />County (e.g. San Joaquin County Groundwater Export Ordinance, Mokelumne River <br />Water and Power Authority – MORE WATER Project, Eastern Water Alliance – SEWD, <br />NSJWCD, & CSJWCD) <br />• How will the Authority coordinate with Basin neighbors outside of the Groundwater <br />Management Area? <br />• How will the new Authority be funded? <br />• Should the Authority be allowed to construct projects or should the member agencies <br />be the ones to construct projects? <br />• Should votes be weighed by acreage, water use, monetary contribution, or not weighted <br />at all?
