Item No. 5 <br /> S-81-6 <br /> P/C 4-16-81 <br /> Page 4 <br /> We urge the applicant seeking an encroachment permit to address the <br /> impacts affecting the State highway. If the applicant does not comply <br /> with our concerns, his application for permit will be denied. <br /> Please allow a minimum of 4 to 6 weeks to process the application and <br /> issue a permit. More time will be required for complex projects or <br /> projects without adequate information, environmental clearances, etc. <br /> Please send a copy of the final report to John Gagli.ano, Caltrans, <br /> District 10 Office, P. 0. Box 2048, Stockton, CA 95201. " <br /> OTHER CONSIDERATIONS <br /> - As the subdivision is within the Manteca Urban Area, sewers should be <br /> extended to serve the project . <br /> An 84' width should be provided for "Ideal Parkway. " This will allow for <br /> full width pavement and sidewalks. The eastward extension of "Ideal <br /> Parkway" should have a different name. <br /> The existing right-of-way along the east line of the subdivision should <br /> not be used for industrial traffic. Ideally, the right-of-way should be <br /> eliminated and traffic should be diverted to Ideal Parkway. <br /> State Route 120 is a heavily traveled road. Access should be minimized <br /> for safety and traffic capacity. A left turn pocket should be provided <br /> to improve access safety. <br /> DEVELOPMENT COMMITTEE ACTION <br /> - On March 1B, 1981 the Development Committee reviewed the proposal as to <br /> its conformance with the statutes of the State and the Ordinances of the <br /> County. <br /> - Action of the Committee was to forward the project to the Planning <br /> Commission with a recommendation of approval subject to the following; <br /> 1. (a) All improvements shall conform with the Improvement Standards <br /> and Specifications of the County of San Joaquin. All improve- <br /> ment plans and specifications must be approved by the San <br /> Joaquin County Department of Public Works prior to approval of <br /> the Final Map. <br /> (b) If improvements referred to herein are not completed prior to the <br /> approval of the Final Map, the subdivider shall execute an <br /> agreement with the County of San Joaquin insuring the completion <br /> of improvements within one (1) year after filing the Final Map. <br /> (c) Full street improvements in compliance with Section 9-1612 of <br /> Ordinance 2634 and with Ordinance 672 shall be provided within <br /> the subdivision. Curbs, gutters and sidewalks shall be provided <br /> throughout the subdivision. One-hale of a 100' right-of-way <br /> along State Route 120 shall be provided in accordance with the <br /> Highway 120 Specific Plan. Ideal Parkway right-of-way shall be <br /> 84' in width. <br />
