The ND needs <br /> to expand its description of the project ' s size, projected vehicle traffic, <br /> and the air quality impacts of this development. <br /> Section 15084 (b) of the California Environmental Quality Act states, "An <br /> EIR should be prepared whenever it can be fairly argued on the basis of <br /> substantial evidence that the project may have a significant effect on the <br /> environment. " (emphasis added) . Should this information reveal a signi- <br /> ficant impact on air quality, an Environmental Impact Report would be <br /> necessary. <br /> San Joaquin County has been designated nonattainment for not attaining the <br /> National Ambient Air Quality Standards for ozc?re, carbon monoxide, and <br /> total suspended particulate matter.
