Once you have responded to the <br /> comments, state review of your draft environmental document will be <br /> complete. <br /> If you would care for assistance, the Office of Planning and Research is <br /> available to help identify responsible agencies, organize coordination <br /> meetings, mediate disputes, and hold consolidated hearings. " <br /> From: Air Resources Board <br /> "My staff has reviewed the Negative Declaration (ND) for the proposed <br /> project and find the ND does not contain sufficient air quality data to <br /> support the conclusion of no adverse environmental_ impacts. The ND needs <br /> to expand its description of the project ' s size, projected vehicle traffic, <br /> and the air quality impacts of this development. <br /> Section 15084 (b) of the California Environmental Quality Act states, "An <br /> EIR should be prepared whenever it can be fairly argued on the basis of <br /> substantial evidence that the project may have a significant effect on the <br /> environment. " (emphasis added) . Should this information reveal a signi- <br /> ficant impact on air quality, an Environmental Impact Report would be <br /> necessary. <br /> San Joaquin County has been designated nonattainment for not attaining the <br /> National Ambient Air Quality Standards for ozc?re, carbon monoxide, and <br /> total suspended particulate matter. Any incremental increases in pollution <br /> not accounted for in the Air Quality Maintenance Plan may dely the County' s <br /> efforts in achieving good air quality. <br /> If you have any questions, please contact Sue Scott, of my staff at (916) <br /> 445-0960. We would appreciate receiving the additional information <br /> requested and/or the EIR. " <br /> From: Department of Transportation <br /> "We have reviewed the above-noted report and offer the following comments: <br /> A left-turn pocket will be required on State Highway 120 at the proposed <br /> entrance to the subdivision. <br /> The county has a right of way setback plan along Route 120. <br /> For work performed within the State highway richt of way, an encroachment <br /> permit will be required. Application for the permit may be obtained at <br /> our District Office, 1976 E. Charter Way, P. O. Box 2048, Stockton, CA <br /> 95201. <br />
