CAS000002 FOR <br /> DISCHARGES OF STORM WATER ASSOCIATED WITH CONSTRUCTION <br /> ACTIVITY,ADESA CORPORATION,TRACY,SAN JOAQUIN COUNTY <br /> On 11 April 2002, Regional Board staff inspected Adesa Corporation's Golden Gate Auto <br /> Auction construction site in Tracy. The purpose of the inspection was to evaluate compliance of <br /> the site with the NPDES General Permit for Storm Water Discharges Associated with <br /> Construction Activities,NPDES No. CAS000002, Order No. 99-08-DWQ (General Permit). <br /> An inspection report and photographic evidence of the Regional Board staffs observations are <br /> attached for your review. The inspection revealed that Adesa Corporation did not have a Storm <br /> Water Pollution Prevention Plan (SWPPP) onsite. This is in violation of Special Provision A.3 of <br /> the General Permit which states, <br /> "The SWPPP shall remain on the construction site while the site is under construction <br /> during worldng hours,commencing with the initial construction activity and ending with <br /> termination of coverage under the General permit." <br /> During the site inspection, Regional Board staff observed the discharge of sediments to a <br /> Patterson Run and Wetlands Area"C"as specified in the notice of intent (NOI). Patterson Run <br /> and Wetlands Area"C" are considered waters of the State. Discharge of sediments to surface <br /> water or surface water drainage courses is a violation of the General Permit's Discharge <br /> Prohibition A.3 and Receiving Water Limitation B.1 which state, <br /> "A.3.
