PP-99-2 AND DEVELOPMENT <br /> AGREEMENT APPLICATION NO. DA-90-1 OF TRACY INDUSTRIAL <br /> PROPERTIES ET AL (C/O ADT AUTOMOTIVE) <br /> This project consists of two parts. The first part is an amendment of the May, 1994, Patterson <br /> Pass Business Park Special Purpose Plan to add approximately 218.5 acres to the Special <br /> Purpose Plan's 128 acres of land to accommodate a large auto auction facility. The amendment <br /> addresses biological and wetlands issues, General Plan and Zoning, short term interchange <br /> improvements, circulation, water and fire flow, wastewater collection, storm drainage and <br /> proposed improvements. <br /> The proposed use for the 218.5 acre addition to the Special Purpose Plan is an auto auction <br /> facility. The auto auction consists of parking storage spaces for approximately 12,600 cars, plus <br /> an auction building, a car wash, a reconditioning building, a paint and body shop, and a check-in <br /> canopy. Besides the car storage spaces, another 1,867 spaces would be provided for <br /> employee, dealer, truck, and future expansion parking. <br /> The second part of this project is an amendment to a Development Agreement by and between <br /> the County of San Joaquin and Bay Cities Truck Stop, Tracy Industrial Partners, and King & <br /> Lyons-Tracy Industrial. This amendment will add 218.5 acres to the Development Agreement <br /> and include provisions relative to the auto auction facility. <br /> This site is located between the Delta Mendota Canal and the California Aqueduct, at the north <br /> terminus of Schulte Road, southwest of Tracy. <br /> The Community Development Department has reviewed this item and offers the following <br /> comments: <br /> Zoning <br /> The site is designated I/L (Limited Industrial) on the General Plan and is zoned I-L/S.5 (Limited <br /> Industrial, conditional).
