Prior to subsequent applications, the Developer shall: <br /> 1. Identify and mitigate traffic impacts, including those to adjacent 1-5 and 1-580/Patterson <br /> Pass Interchanges and have Caltrans approval on a Project Study Report; and <br /> 2. Submit an infrastructure plan for provision of water, and wastewater treatment, with <br /> commitments(s) from service providers. <br /> Traffic: <br /> Caltrans, the Department of Public Works, and the applicants are working to resolve the traffic <br /> issues. When those issues are resolved, the Initial Study will be sent to the State Clearinghouse <br /> for a 30-day review. <br /> Will-Serve Letter: <br /> The City of Tracy and the applicants are working to produce a will-serve letter for water and <br /> sewage treatment. In the letter of April 12, 2000, the Tracy City Engineer, Kuldeep Sharma, <br /> indicated that he intends to recommend that the City Council approve amendments to the <br /> existing service agreement to add this 218.5 site. The application cannot be referred to the <br /> Planning Commission until the City Council approves the amendment. <br /> Storm Drainage <br /> Letters from Trimark Communities and the Mountain House Community Services District have <br /> raised concerns regarding storm drainage quantities and quality. The Department of Public <br /> Works, the CSD and the applicants are working on those issues. The Initial Study cannot be <br /> posted until those issues have been resolved. <br /> Special Purpose Plan <br /> The boundary of the Patterson Pass Business Park in Figure 3 does not match the boundary in <br /> Figure 4. The Cheng residence should be outside the boundary of the Special Purpose Plan. <br /> The legend in Figure 6 should be revised as follows: <br /> • "Amendment to Special Purpose Plan" should be striped as shown on the figure. <br /> • Under"General Plan", "Tri-State/Cheng Parcel' should read "Limited Industrial; and <br /> "Boundary of Patterson Pass Business Park' should read "Commercial-Freeway Service". <br /> The traffic analysis should be updated based on the most recent traffic studies still to be <br /> reviewed by Public Works and Caltrans. <br /> The section on Public Services should assume that will serve letters have been obtained, <br /> because the Special Purpose Plan will not be presented to the Planning Commission until that <br /> time. <br />
