Year 2020 Addendum ADT Automotive Traffic Study . <br /> contributing roughly nine percent of the total cost of improving study area roadways to met Year <br /> 2020 conditions. If the project were to install the Berkeley Road/Mountain House Parkway signal <br /> at a cost of $150,000, the $129,000 expenditure in excess of the fair share contribution for that . <br /> location should offset other impact fees payable by the Project. This reduction could be <br /> implemented either by reduction of the initial fees paid by the project, or by reimbursement to the <br /> Project as other projects pay into the improvement fund. Any such arrangement would require a <br /> negotiated agreement between the Project sponsor and the County. <br /> 5.0 CONCLUSIONS <br /> This study has evaluated the potential transportation impacts of the proposed ADT auto auction <br /> facility for the year 2020. The Project was evaluated in terms of its projected effects on the six <br /> study area intersections. <br /> The analysis results showed that all six intersections would fail to meet County standards of <br /> operation for the projected year 2020 traffic volumes without the Project. The standard is LOS D <br /> or better for all study area intersections. Addition of Project generated traffic would exacerbate <br /> conditions at study intersections already operating unacceptably. Therefore, mitigation measures <br /> would be required to offset the cumulative impacts and the Project would be required to contribute <br /> a fair share of the costs of these improvements. The fair share percentage of improvement costs <br /> is defined to be the same as the percentage of cumu'•ative traffic which is generated by the Project. <br /> In particular, the following improvements would be needed with fair share contributions as <br /> indicated: <br /> • 1-580 Eastbound Ramps/Patterson Pass Road Intersection — Add a traffic signal, a <br /> northbound right turn lane, and an eastbound right turn lane. Estimated cost: <br /> 5300,000/Project Fair Share Contribution: $18,000. <br /> • 1-580 Westbound Ramps/Patterson Pass Road Intersection — Add a traffic signal. <br /> Estimated cost: 5300,000/Project Fair Share Contribution: $27,000. <br /> • Schulte Road/Mountain House Parkway Intersection — Improve traffic signal to include <br /> overlap right turn phasing. Estimated cost: S50,000/Project Fair Share Contribution: <br /> $3,000. <br /> • At the Berkeley Road/Mountain House Parkway intersection — Add a traffic signal. <br /> Estimated cost: 5150,000/Project Fair Share Contribution: $21,000. <br /> • 1-205 Eastbound Ramps/Mountain House Parkway Intersection —Add a traffic signal and <br /> a northbound right turn lane. Estimated cost: $300,000/Project Fair Share Contribution: <br /> $39,000. <br /> • 1-205 Westbound Ramps/Mountain House Parkway Intersection — Add a traffic signal. <br /> Estimated cost: $300,000/Project Fair Share Contribution: $24,000. <br /> • Mountain House Parkway from Schulte Road to 1-205 eastbound Ramps—Widen to four <br /> lanes. Estimated cost: $900,000/Project Fair Share Contribution: $99,000. <br /> • Schulte Road east of Mountain House Parkway— Widen to six lanes. Estimated cost: <br /> $792,000/Project Fair Share Contribution: $3,960. <br /> • Bridge over Delta Mendota Canal—Construct two additional bridge lanes for a total width <br /> of four lanes. Estimated cost: $864,000/Project Fair Share Contribution: $120,960. <br /> As listed above and summarized in Table 5, the Project's fair share contribution towards the <br /> required mitigation measures would be$355,920 of the $3,956,000 total cost of the improvements. <br /> Thus, the Project would be contributing roughly nine percent of the total cost of improving study , <br /> area roadways to met Year 2020 conditions. <br /> Korve Engineering,Inc. 13 Ju1y2000 <br />
