As a point of information, current regulations <br />prohibit the extension of services by the Mountain House Community Services <br />District outside of the boundaries of Mountain House. <br />Growth Accommodation Policy No. 6 (Volume I, p. IV -5) <br />"Development should occur on vacant lots within existing communities as "infill" before <br />extending beyond the current developed areas of a community". <br />Development should occur on industrially and commercially designated land within <br />Mountain House and Tracy before additional industrial and commercial land is <br />designated at the project site. <br />Growth Accommodation Implementation Measure No. 9 (Volume 1, p. VI -12) <br />"Market Analysis. A market analysis shall be required as part of the application for General <br />Plan Amendments that would create more than 50 acres of commercial uses or 150 acres of <br />industrial uses or 500 dwelling units. The study shall consider all applicable existing, planned, <br />and proposed land uses in determining the need for additional area for development. <br />(Planning)" <br />A Market Analysis will be required to be submitted if and when a full application is <br />submitted. <br />Growth Accommodation Implementation Measure No. 9 (Volume 1, p. IV -12 — IV -13) <br />"General Plan Amendments. <br />(a) In reviewing an application for a General Plan 2010 Map amendment, the Planning <br />Commission and the Board of Supervisors shall consider the overall consistency of the <br />proposal with the goals, objectives, and policies of the General Plan,and should also <br />consider the following: <br />(1) what physical, social, or economic factors exist that were not considered at the <br />time of General Plan adoption and the evaluation of the proposal based on this <br />new information; <br />(2) existing reasonable alternatives sites in the vicinity that are planned for the use <br />and can accommodate the proposal; <br />(3) the potential for the proposal to establish and undesirable, growth -inducing <br />precedent; and <br />(4) the effect of the proposal on the fiscal health of the County. (Planning, Planning <br />Commission, Board of Supervisors) <br />(b) In reviewing General Plan 2010 Map amendments to convert land from agricultural uses <br />to non-agricultural urban uses, the following criteria should be used for evaluation: <br />
