I <br />sewer, and drainage facilities within urban communities. <br />Environmental Issues <br />Although no Initial Study has been done at the pre -application stage, the following potentially <br />significant environmental issues have been identified: <br />• Loss of 194 acres of prime farmland. <br />• Potential project -related and cumulative impacts to air quality (San Joaquin Valley <br />Air Basin is currently a non -attainment area for the Federal and State ozone <br />standards and for the State PM10 standards). <br />• Potential impacts to the San Joaquin kit fox burrowing owl and Swainson's hawk as <br />a result of the elimination of habitat and forage habitat. <br />• Potential impacts to cultural resources. <br />• Potential impacts to ground and surface water quantity and quality. The site's <br />drainage may also be substantially altered. <br />• The project will place increased demand on public services. <br />• Impacts to area and regional circulation systems. <br />• Provision of public utilities from the City of Tracy will be growth inducing. <br />Note: The pre -application conference is designed to inform prospective applicants of General <br />Plan consistency, zoning consistency, public improvement requirements, preliminary design <br />constraints and opportunities, and major environmental and safety issues. This information is <br />provided in the hope of assisting the applicant in submitting a better and more complete <br />application, as well as minimizing processing time. It is not intended to be an in-depth analysis, <br />and an environmental assessment is not completed. The applicant should be aware that a <br />detailed review will not be done until the full application is submitted.
