Item No. 7 <br /> PC : 4-17-86 <br /> SU-86-5 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> A preapplication meeting on this project was held before the <br /> Development Committee on December 4, 1985 . Concerns over street <br /> design, urban facilities, and improvements ( i .e. , public sewer, <br /> public water, terminal drainage, street lighting, etc . ) and <br /> guarantees of service from service providers ( i .e . , Lockeford <br /> Community Services District) were raised and resolved at the <br /> meeting. <br /> POLICY CONSIDERATIONS : <br /> General Plan: <br /> A number of General Plan policies and Planning Code require- <br /> ments apply to residential development and expansion within <br /> urban centers . On the basis of information received, these <br /> requirements will be met in the development of the proposed <br /> subdivision. However, in addition to these requirements, the <br /> following General Plan policies, developed for the community of <br /> Lockeford, are relevant to this project : <br /> 1 . "The Lockeford Community Services District should extend <br /> basic services to all areas within its present boundaries <br /> before any consideration is given to annexation, except for <br /> those proposals in areas planned for industrial uses . " <br /> 2 . "Annexation to the Lockeford Community Services District for <br /> the purpose of residential development will not be <br /> encouraged unless it can be determined that there will be <br /> sufficient reserve capacity in the sewage treatment plant to <br /> accommodate the additional development . " <br /> These General Plan policies for Lockeford do not necessarily <br /> preclude residential development of areas which are outside the <br /> Lockeford Community Services District and which need to annex to <br /> the District to obtain municipal services . The intent of these <br /> policies is to retain whatever capacity currently exists within <br /> present systems for those properties which are now within the <br /> District . <br /> The proposed project is not within the Lockeford Community <br /> Services District . Consequently, the subdivision will need to <br /> be annexed to the District to obtain services . This action, <br /> however, will not reduce the capacity of present systems .
