OBSERVATION: The site map is inaccurate: •The fire extinguisher was observed inside the cashier booth but is indicated as outside of the cashier booth on the map. •A spill kit was observed inside the cashier booth but the spill kit is indicated outside of the cashier booth on the map. • Internal roads is not indicated on the map. • Based on the map,the evacuation area is shown at the south east exit of the gas station on 11th Street but on the Consolidated Emergency Response/Contingency Plan is listed as"Across street- RAS Car Wash Parking". REGULATION GUIDANCE:A site map shall contain a north orientation, loading areas, internal roads, adjacent streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous material handling and storage areas, and emergency response equipment. If a site map element is not applicable for your facility then list it on the map and label as"NA". CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is a minor violation. 7 HSC 25505(a)(3) Failed to electronically submit an adequate ER procedures for a release or threatened release. OBSERVATION: The emergency response(ER)procedures were lacking or inadequate. •The Consolidated Emergency Response/Contingency Plan is lists the evacuation area as"Across street- RAS Car Wash Parking" but on the site map,the evacuation area is shown at the south east exit of the gas station on 11th Street. • Evacuation map depicting routes, exists and assembly areas is checked off, but an evacuation map was not attached to the Consolidated Emergency Response/Contingency Plan REGULATION GUIDANCE:A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to,the following: -immediate notification of local emergency personnel and the Environmental Health Department(EHD) -procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment -evacuation plans and procedures, including immediate notice,for the site CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval.
