INTRODUCTION <br />This Report issues my findings regarding the Soil Suitability/Nitrate Loading Studies and the onsite <br />wastewater treatment system (OWTS) operational parameters completed for the Haven of Peace <br />(HOP) Facility. The Haven of Peace is a women's shelter program offering humanitarian services <br />to Stockton area women in need. <br />The Facility is proposing to construct a building addition to their existing structure. This addition is <br />to have two sleeping rooms for mothers/babies, one meeting room, and one full bathroom. Since <br />this project is a proposed change in use and occupancy, these Studies and existing OWTS <br />operational parameters were required by the San Joaquin County Environmental Health Department <br />(EHD). The EHD requires assurance that the existing effluent disposal structures can manage the <br />anticipated future flows, or if an increase in disposal area is determined by an engineering analysis. <br />In addition, an assessment of the nitrate loading must be conducted. These Studies physically and <br />chemically examined the underlying soil structure and characteristics to determine the suitability of <br />the domestic effluent receiving soils and quantify nitrate loading. <br />Mr. Steven Fawcett, with the community development consulting firm of Adams Ashby Group in <br />Sacramento, is the consultant's representative for this project and has provided the applicable <br />information to complete these Studies. <br />Within the text of this Report, Bolded Section (§) numbers are indicated at the beginning of an <br />applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br />Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br />Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br />Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br />sections of the Checklists, but may not necessarily be referenced. This report complies with San <br />Joaquin County Development Title, Section 9-1105.2(d). <br />SOIL SUITABILITY STUDY FINDINGS <br />SSS§ 1.1, 1.2. The subject property is 1.29 acres encompassing the area in the attached Google <br />Aerial photo,, found in Appendix A. <br />NLS§ 2.3, SSS§ 3.1. The subject property is located on the west side of Harlan Road, 700 feet <br />south of the intersection of French Camp and Harlan Roads, and approximately six miles south of <br />the City of Stockton. There are no municipal water, sewer or stormwater management services that <br />serve this area. It will be decades, if ever, before municipal water, and wastewater/stormwater <br />management services become available to this locale. <br />Page -1- <br />Chesney Consulting
