The containers <br /> were-one metal blue 55-gallon drum located in the outdoor storage area labeled as containing "Non-RCRA <br /> Hazardous Waste, Liquid (oily water)"was observed without: <br /> -hazardous properties marked off <br /> -accumulation start date <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: Containers of used metal oil or fuel filters were out of compliance with the storage rules were <br /> observed on-site. The following used metal oil or fuel filter containers were on-site: <br /> -One black metal 55-gallon drum containing drained used metal oil filters was observed without a lid and label.A lid <br /> was placed on the drum during the inspection, but a label is needed. <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health&Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Label the container with the words"drained used oil filters"or"used gasoline filters", <br /> depending on the contents. Mark the container with an accumulation start date. Dispose of all used filters stored <br /> on-site greater than one year. Used filters not stored, handled and disposed of according to this section are <br /> regulated as hazardous waste. Provide a corrective action statement, disposal records and supporting <br /> documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection report was provided to the facility operator on the day of inspection, 2/3/2022. The inspection <br /> report was amended today, 2/7/2022, to remove item #301 and add items#403 and #605.
