r <br /> The construction of this project will ,create many impermeable <br /> surface areas and will eliminate the depressions and the man-made <br /> channel previously mentioned. As a result, a significant increase in <br /> the volume of runoff is anticipated. <br /> The City of Stockton Municipal Utilities Department (Appendix A-3) <br /> advises that the existing storm drains, pumps and other facilities are <br /> inadequate to handle even the existing development. They also note that <br /> the proposed development would necessitate the need for additional . <br /> terminal drainage and pumping facilities. The Department also advised <br /> that a drainage problem exists at the pump station located in the <br /> watershed to the north of the proposed project's watershed. <br /> To correct this existing condition, the pump in the northern <br /> watershed should be abandoned and a new pump station should be <br /> constructed and sized with capacity to pump both the project watershed <br /> and the watershed to the north. <br /> To determine the extent of the inadequacies of the existing <br /> drainage facilities in the adjacent area, the requirements of the <br /> proposed development, and the location and capacities of terminal <br /> facilities, a storm drainage study has been prepared as requested by the <br /> Municipal Utilities Department. <br /> The full report (Appendix f) is available for review at the <br /> Community Development Department/Planning Division, 6 East Lindsay, <br /> Stockton, CA. A reduced copy of the drainage study plan for the project <br /> area is included herein as an exhibit (page 22) . <br /> The boundary of the overall study area to determine the extent of <br /> the pumping facilities required is generally the Van Buskirk Golf Course <br /> on the south and west, State Highway 4 on the north, and Interstate <br /> Highway 5 and the PG&E power line on the east. It includes the project <br /> watershed and the watershed to the north. <br /> The watershed containing the project was studied in more detail to <br /> identify the pipe sizes and locations of the collector system within the <br /> project and the size of the trunk lines to be located in Eighth Street. <br /> The trunk lines will also serve approximately 297 acres of property in <br /> the watershed which is outside of the subdivision. <br /> The size of the trunk lines required to serve the project and <br /> adjacent watershed should be 48" and 54" and terminate at a new pumping <br /> station to be constructed on Lot A at the west end of Eighth Street. <br /> The pump structure should be designed to sufficient size to accommodate <br /> additional pumps which will be required for a 66" trunk line which will <br /> serve the northern watershed. <br /> MITIGATION: <br /> The project developer, in addition to all on-site facilities, <br /> should be responsible for all costs for the installation of facilities <br /> required by the development. If the facilities are over-sized to serve <br /> 21 <br />
