final design plans should be based upon an overall project plan which <br /> has considered the recommendations, and received the approval , of the <br /> City Fire Marshal . <br /> TELEPHONE - Pacific Bell advises (Appendix A-11) that the project could <br /> possil67y-have a significant effect upon the utility's ability to provide <br /> the normally expected level of telephone service. They note that their <br /> facilities, special equipment and overall service capability are <br /> inadequate and "it will require a major undertaking to provide the <br /> necessary facilities for provisions of service." <br /> Pacific Bell 's funding levels for the Stockton Construction <br /> District are budgeted two to three years in advance, but when the <br /> developer's "commitment to the project is firm and construction schedule <br /> set, we will be able to submit for and receive the capital funding <br /> necessary to provide service." <br /> California P.U.C. rules require all telephone distribution and <br /> feeder facilities in the project to be underground and the developer may <br /> have some financial responsibility in providing service to and within <br /> the project. <br /> MITIGATION: <br /> In order to provide for personal , business and emergency <br /> communication on a timely basis, the developer should advise Pacific <br /> Bell at the earliest possible time as to the proposed construction <br /> phasing plan. The plan should detail the location of each phase, the <br /> number of dwelling units to be included and the estimated construction <br /> time table. + <br /> The developer should also be prepared to enter into agreements as <br /> to feeder and distribution facilities as required by California P.U.C. <br /> rules, including the advance of any funds required by such agreements. <br /> Medical Services - The most accessible emergency health facility is the <br /> San Joaquin County Hospital located approximately 4 miles south, off <br /> Interstate Highway 5. It is anticipated that most future residents <br /> would continue to use the same medical facility that they currently use. <br /> Residents who immigrate from outside the Stockton area may slightly <br /> increase the demand for medical services. <br /> A review of the Stockton Telephone Directory discloses an ample <br /> supply and variety of individual practitioners to provide routine <br /> medical services. <br /> MITIGATION: <br /> No mitigation is deemed necessary. <br /> 26 <br />
