PREFACE <br /> This environmental impact report (EIR) has been prepared by Raymond <br /> Vail and Associates (RVA) at the request of the City of Stockton, <br /> Department of Community Development, (Lead Agency). RVA has no personal <br /> or financial interest in the project beyond the consulting services <br /> rendered. <br /> The contents and format of this EIR are structured to comply with <br /> the State Guidelines for the implementation of the California <br /> Environmental Quality Act (CEQA) and guidelines developed by the Lead <br /> Agency. The intent of the environmental review process is to provide <br /> decision makers and the concerned public with an informational document <br /> regarding the potential environmental effects of the proposed project. <br /> This is to enable regulatory agencies and the public to evaluate a <br /> project from an environmental perspective; to determine whether it may <br /> have a substantial adverse effect on the environment; to examine <br /> available measures for reducing or eliminating adverse impacts; and, to <br /> consider alternatives to the project. <br /> INTENDED USES OF THIS DOCUMENT <br /> Governmental bodies having discretionary approval or authority over <br /> the project and the type of permit or approval required is as follows: <br /> Type of Approval Approving Body <br /> Rezone (R1 to R2) City Planning Commission <br /> City Council <br /> Planned Unit Residential City Planning Commission <br /> Development (PURD) <br /> Tentative Map City Planning Commission <br /> Appendix C contains the Notice of Preparation distribution list for <br /> responsible agencies, trustee agencies and agencies with special <br /> expertise relative to the project. <br /> 1 <br />
