I consulted Elena Manzo, and she advised that I stop by after my <br />scheduled routine inspection. <br />On the way, I called complainant who wishes to remain anonymous. She gave me <br />the complaint details, added that the property is infested with rats. I asked if the <br />property owner has any weapons. She said not that she knows of. She indicated <br />that the property owner just got out of prison, and has had several DUls. I let her <br />know I would not be knocking on the property owner's door, since I will have to <br />wait to go along with code enforcement officer. <br />03/06/2020 Steve Thomas, code enforcement officer called (209) 468-8396. Coordinated joint MURO <br />inspection for 1:30 PM on Monday March 9, 2020. <br />03/09/2020 Met with Code Enforcement Officer Steve Thomas at Barron Road, adjacent to the MURO <br />property with alleged auto service operations. We then drove to the property and <br />knocked on the front door. It appears no one was home as no one came to the <br />front door. Officer Thomas and I both left our business cards on the front screen <br />door. <br />I observed a shop-like structure adjacent to the north side of the house. Outside <br />shop entrance, there was: <br />an accumulation of plastic 1-quart containers, (possibly oil) inside a 5-gallon <br />container, a 5-gallon open container. <br />one container of gasoline <br />two white 1-gallon unmarked closed containers <br />Officer Thomas said he gives them one week to make contact.
