Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: C00051682 Site Location: 26422 N HVVY 99 E FRONTAGE RD <br />Activity Summary <br />Activity Date Recorded by <br />04/01/2020 Sent Code Enforcement Officer Steve Thomas and email requesting status on MURO <br />compliant. <br />Officer Steve replied and indicated that he has not heard back from anyone yet. <br />He went out to the house again on 03/30/20. Based on his observation, Steve <br />opened a case for 2 inoperable vehicles and the storing of vehicles. Steve sent the <br />Enforcement letter out to the property owners yesterday, 3/30/20. If he receives a <br />response from the property owner or anyone else he will update me. <br />05/29/2020 Reviewed narrative of complaint in order to respond to an email from Sandip <br />Singh, (EHD) regarding a new complaint she received for solid waste at this <br />property. She sent me two photos sent to her from the complainant showing <br />rooftop view of neighbors yard with 4 or 5 cars in the back yard and wood waste. <br />One photo was showing three cars in front of the house. Sandip asked how I was <br />handling complaint. I briefed her, via email, the complaint narrative and told her I <br />would call officer Thomas (SJC Code Enforcement). <br />06/01/2020 Emailed Officer Steve Thomas at sbthomas@sjgov.org to ask for update on <br />complaint. Steve replied and told me there is an open case for inoperable <br />vehicles, and that he is due to go to the property for recheck. He gave me the <br />property owner's name and phone number: Daniel Torres, 209-314-4467. <br />06/12/2020 Went to property at 26422 N HVVY 99 Rd unannounced. As I walked up to the <br />front door, none of the items I had observed on March 9, 2020 were there. I <br />knocked on the metal screen door. Daniel Torres responded from the window <br />adjacent to the front door. He opened the curtain a little to talk to me. He asked <br />what I wanted since the neighbors keep complaining about everything and listed <br />the complaints: the dirt, the rats and the cars. <br />He pointed to what looks like a recently backfilled area of dirt on the front yard and <br />told me to look at it, because the other person from EHD wanted him to send <br />photos of the dirt. He asserted that he is not going to send any photos, so I should <br />look at it now. I told him I wasn't there for the dirt. I was there previously with code <br />enforcement officer because of the anonymous complaint that he was working of <br />cars. I asked if he was working on cars at his property. He said, very little and <br />solely on his cars. I asked him if he has any used oil, used antifreeze, used oil <br />filters anywhere on the property. He said no. I asked him where he takes his <br />waste. He said Autozone. I showed him a Household Hazardous Waste (HHVV) <br />facility brochure. I pointed out the types of wastes he can take for no charge. I told <br />him he needs to take waste there Autozone doesn't accept used antifreeze. I let <br />him have the brochure and gave him my business card. <br />No photos were taken as he was upset the whole time and unwilling to come <br />outside. <br />Abating complaint: unable to verify. <br />06/12/2020 Entered narrative. Discussed with Garrett Backus, whether to complete an OIR. <br />Reviewed parcel viewer property owner. Property owner and tenant are the same, <br />Daniel Torres. Will mail OIR to property owner.
