Called Ralph Roberts MANZO <br />(PGE) 209-232-9492, Robert reported that approximately 20 gallons of lubricating <br />(cutting oil) spilled from a drilling rig during operations, approximately 2-3 gallons <br />made it to bare ground; the area around the drilling rig was lined with plastic (as a <br />form of secondary containment). C&J Drilling is owns the rig and performing area <br />clean up. Waste absorbent and absorbent pads will be paced in the onsite <br />hazardous waste storage area (pending disposal). Due to Covid-19 most of the <br />PGE staff are working remotely and Robert will need an advance notice if EHD <br />staff would like to visit the facility. Robert reported that drill rig will not be moved for <br />a some time and once it's moved the soil around it will be checked for any residual <br />statinign, if stained soil is observed at that time, additional soil removal <br />(excavation) will be undertaken. Requested to have some clean up pictures <br />forwarded to the EHD. Since the site is a hazardous waste generator site <br />permitted through the EHD, and all criteria for no-site visit were met, no site visit <br />will be required today. Future site visit may be necessary once the rig is moved <br />and any soil contamination extent can be evaluated. Provided update to M. Naidu <br />(program coordinator). <br />04/07/2020 4:25 PM Received page from front desk. A 30 gallon soluble oil spilled at PG&E <br />McDonald Island was reported by Ralph Roberts, 209-323-9492 (the complaint <br />was in the process of being generated by the front desk staff). <br />4:27 PM I called Ralph Roberts, PG&E Environmental Management GT Facilities, <br />209-323-9492. He indicated there was actually 20 gallons that spilled from one of <br />their contractors, C&J Drill Rig Company. The back hose ruptured and released <br />the 20 gallons of soluble oil. Ralph indicated that only 2-3 gallons made it to the <br />ground. The responsible party will be PG&E since C&J Drill Rig Company was <br />contracted by PG&E. <br />4:31 PM I called Elena Manzo, Lead Senior REHS, and gave her the complaint <br />details, Ralph Roberts' phone number and the complaint number C00051838. <br />04/08/2020 Completed site narrative, called and discussed the spill with Jason Gaitan (C <br />person), received and reviewed spill clean up pictures and email communication <br />from Jason (sent from Ralph Roberts), rig clean up appears adequate up to date. <br />04/08/2020 Reviewed spill information, photos of spill incident, and safety data sheet (SDS) <br />received from Jason Gaitan (EHD).
