Complaint Investigation Summary Report #: 5105
COMPLAINT ID: C00054015 Site Location: 9999 S AUSTIN RD
Activity Summary
Activity Date Recorded by
07/21/2021 Reviewed an email response received from Rob Ashe, received on 7/15/2021, FLORIDO
stating the following:
"Elianna -
Please see below the answers to your questions. Also, I have attached All Clean
response too.
If you have any other questions, please let me know.
Responses to your questions:
How do you know that the liquid in the drums/containers was only water?
MFS - As I noted on the detail spreadsheet, we used a PH probe to help
determine the product chemistry. Besides PH confirmation, our chemist has a
good understanding of the chemicals (ie color, smell, etc).
Where did the liquid go? Which processing bath? Did it go to the treatment
system?
MFS - We have three process baths and six rinses at our site. The chemicals only
go to their specified process bath. Our production line moves parts from the
process baths to the water rinses. Only the water rinses are treated and
discharged. The process baths are hauled away by environmental disposal
service (All Clean) on roughly an annual basis.
How much total volume (3.5 gallons + rinsate)?
MFS - Total was 6 gallons: Mixture of Chemistry/Water was 3.5 gallons and
ONLY water was a little over 2.5 gallons
Who is picking up the drums and what is the destination?
MFS: Our new recycler vendor (Abco) will pick up the 55 gallon drums. For the 5
gallon drums, we are planning to triple rinse and cut in half and dispose through
our garbage service.
Abco Products of Sacramento ABCO PRODUCTS CO. OF SACRAMENTO 8290
ALPINE AVENUE, SACRAMENTO, CA 95826
Rob Ashe
Finance/HR - JL Precision, Inc.
2360 Zanker Road I San Jose, CA 95131
2 408-727-6633 Ext. 111 I ? 408-410-9548 I rashe@jIprecision.com"
Reviewed Terry McGuinness's (of All Clean Hazardous Waste Removal Inc.)
response, received on 7/15/2021 in Rob Ashes email, which explains Terry's
response to the incident and his clean-up actions.
Generated Emergency Response Record Form. Downloaded photos and
generated photo log.
07/21/2021 Reviewed and updated narrative. Organized complaint documentation and FLORIDO
provided to Elena Manzo, Ld Sr REHS, for her review.
07/22/2021 Reviewed complaint record, scanned and emailed to Bencomo, MANZO
Isabella@Waterboards <Isabella.Bencomo@Waterboards.ca.gov (per her
request), cc to M.
